The center is a loud name (like many things you have – words are loud, but the deed is a flop) of what is just a fiction. No the specialists don’t help anything. What is really being done from all that you state: one "firm" has found one which agreed to pretend that accepting your students. I don’t know what the firm does. So you’ve got some information on the Internet about how to write a resume and you’re talking about it. That’s it!
