Scholarship fraud

My daughter was announced a scholarship winner by Goskills.com in early October. Her picture and accomplishments were posted on their website, and on linked in. She also received the money via PayPal. PayPal took fees and when my daughter asked whether or not fees should be assessed, goskills asked her to return the funds via PayPal so they could resend the funds to her bank account. When my daughter stated she didn’t want to provide her bank info, they said they could send the funds via Zelle. After my daughter returned the funds to them, she received radio silence. After a couple of follow ups, they asked for an interview with her again (this is after they declared her the scholarship winner and sent funds!). Due to some schedule conflict she asked for a different time. They didn’t reply and then after a few days when my daughter followed up again, they said they rescinded the scholarship due to time restrictions. We have all sequence of events in writing.
